Funding Opportunities

The Foreign and Commonwealth Office (FCO) works towards achieving its objectives and strategic priorities through the funding of a number of programs. The British Embassy in Jakarta welcomes the submission of concept proposals for various funding opportunities.

Strategic Programme Fund (SPF) .

The Strategic Opportunities Fund (SPF) provides greater clarity on the FCO's role and a distinct strategic set of priorities. The SPF is the FCO's largest programme budget and there are different thematic programmes.

In Indonesia, the British Embassy focuses on:

  1. Low Carbon High Growth;
  2. Counter Terrorism and Radicalisation;
  3. Human Rights and Democracy.

Projects can be funded for up to three years' duration, although shorter term projects are encouraged. There are no minimum or maximum funding levels, but, given the size of the SPF funds, we are most likely to consider bids within the £5,000 - £200,000 range per Financial Year (1 April to 31 March). Only successful proposals will be notified.

In advance of each new Financial Year, we may call for bids for projects focusing on specific key themes. Please continue to check the Funding Programmes page of the website for details of these bidding rounds.

1. Low Carbon High Growth Programme:
The UK Foreign & Commonwealth Office’s Departmental Strategic Objective (DSO) 7 promotes a low carbon, high growth, global economy.

The Stern Review demonstrated that an unstable climate would undermine the conditions necessary for economic growth in both the developed and developing worlds. In order to avoid dangerous climate change, investment in global energy infrastructure, as well as in new buildings and transport, must be directed away from carbon intensive to low carbon solutions. Equally, policymakers must be confident that domestic and international policies to mitigate climate change will not undermine their growth and prosperity objectives.

The FCO’s role is to create the political conditions necessary to bring about this low carbon shift. The Strategic Programme Fund for Low Carbon High Growth contributes to this by supporting the following outcomes:

  • Creating the conditions for a rapid shift in investment towards low carbon solutions and for an ambitious post-2012 climate agreement;
  • Enhancing UK energy security through more diverse supplies and more efficient global consumption;
  • Increasing international commitment to an open economy and achieving the Millennium Development Goals;

We will consider project proposals from government, businesses and civil society throughout the year. Project proposals should be submitted using part A of the bidding form to spflchg.jakarta@fco.gov.uk

2. Counter Terrorism and Radicalisation Programme:
The funding available for 2009/2010 has now been fully allocated. We may have new funding available for the UK financial year 2010/2011 and will update this website in due course with information on how to apply.

The UK Foreign & Commonwealth Office’s Departmental Strategic Objective (DSO) 5 counters terrorism, weapons proliferation and their causes.

The Counter Terrorism Radicalisation Programme (CTRP) strand of the Strategic Programme Fund enhances capabilities as set out in the UK's counter terrorism strategy (CONTEST).

Projects to be considered for funding must working in the following areas:

  • deterring people who assist or encourage terrorism and by changing the environment in which the extremists can operate;
  • challenging the ideologies that extremists use to justify violence by helping people who wish to dispute these ideas to do so;

The two streams of funding that are available are as follows:

CTR Strategic Programme Fund
Projects fall in this category are:

  • Multi year projects funded for up to three years duration, although shorter-term projects are acceptable.
  • Bids within the £50,000 - £200,000 range per Financial Year (1 April to 31 March).
  • Projects delivering result in strategic level (i.e changing organisation structure/ culture, changing perception, capacity building training, etc.).

CTR Tactical Fund
Projects fall in this category must be:

  • Short term. Must be completed within the duration of respective Financial Year. ie. between 1 April and 31 March of the following year.
  • Micro-Funded. Bids in the range of up to £20,000 range
  • Output orientated. Projects must deliver quick win results & concrete outputs. (e.g. short skills training courses, research work)


Bids for both streams should be submitted on the concept proposal form. Only successful concept proposals will be asked to submit full project.

3. Human Rights and Democracy Programme
The funding available for 2009/2010 has now been fully allocated. We may have new funding available for the UK financial year 2010/2011 and will update this website in due course with information on how to apply.

The Programme has a global reach and wants to promote respect for human rights and democracy at a global, regional and national level.

This Programme is to fund project work which supports our long-term strategy on these themes:

Human rights

  • Strengthening international and national human rights mechanisms;
  • Criminal justice;
  • Equality;
  • Abolition of the death penalty.

Democracy and accountability

  • Improving electoral processes
  • Promoting civil society's ability to influence, monitor and hold accountable state institutions;
  • Freedom of expression.

4. Bilateral Programme Fund (Indonesia and Timor Leste)
The British Embassy is looking for concept bids for projects in the funding range of £5,000-£15,000 per financial year (1 April - 31 March). Projects to be considered under its Bilateral Programme Fund. Bids are invited in the following areas:

Democracy

  • Improve electoral processes;
  • Promote and protect civil society's role in the democratic process;
  • Strengthen freedom of expression, press and other media.

Human Rights

  • Networks dedicated to support for human rights defenders;
  • Advocacy for rights under ICCPR;
  • The structural causes to ensure equality of women, national minorities and the disabled;
  • Criminal justice systems;
  • Conflict Prevention;
  • Prevent and resolve conflict;
  • Promoting pluralism, freedom of religion and inter-faith relations.

Economic Governance

  • Public expenditure management and fiscal reform;
  • Financial sector reform;
  • Anti-corruption and transparency;
  • Corporate social responsibility;
  • Market regulation promoting a better environment for business and investment;
  • Energy Policy.

Bids should be constructed as follows

  1. A brief description of the project (1 paragraph maximum).
  2. Clear objectives and outcomes.
  3. An outline budget.

The concept bid should be in English and submitted using the bidding form to bpf.jakarta@fco.gov.uk. Only successful bidders will be notified. No telephone inquires will be accepted.
